The State has long recognized the value of diverting organic material from landfill disposal. A 1990 amendment to the
Solid Waste Management Act that banned the disposal of yard clippings sought to reduce the generation of harmful
landfill gases, while at the same time converting valuable organics into resources for use by municipalities, agriculture and industry.
