This amendment of the whole board requires all persons in San Francisco to separate recyclables, compostable and landfilled trash and participate in recycling programs; provide enforcement mechanisms and penalties for violations; ensure that all properties subscribe to refuse collection service; and authorize a Department of Public Health inspection fee for $165 per hour.
